Maine IRP

The International Registration Plan (IRP) is an agreement among U.S. states and Canadian provinces that allows commercial carriers to register their vehicles in one base jurisdiction and legally operate across multiple states and provinces. Maine is a participating IRP jurisdiction. If your commercial vehicle operates in more than one jurisdiction and meets the size or weight thresholds, you are required to register under the IRP. However, if your vehicle operates only within Maine (intrastate), IRP registration is not required.
What Documents Are Required for IRP in Maine?
To apply for IRP registration in Maine, carriers must provide the following documents:
- Proof of Maine business presence or residency, such as:
- Vehicle title
- Proof of insurance
- Valid USDOT number
- Form 2290 (Heavy Vehicle Use Tax) with a stamped Schedule 1, required for vehicles with a gross weight over 55,000 pounds
New registrants will complete Maine’s IRP Schedule A (New Account Application), while renewals must include Schedule B (Mileage Schedule). If the vehicle is leased, a copy of the lease agreement is required. Additionally, all operational records must be maintained at the carrier’s physical location in Maine and must be available upon request.
How to Apply for IRP in Maine
To begin the application process, carriers must first set up an IRP account through the Maine Bureau of Motor Vehicles (BMV). This can be done by contacting the IRP Unit at 207-624-9000 ext. 52135. Once the account is established, you’ll need to complete the appropriate IRP forms, including Schedule A for new accounts, Schedule B for mileage reporting, and Schedule C for vehicle changes.
Applicants must then gather and submit all required documentation, such as proof of residency, title, insurance, HVUT Form 2290 (if applicable), and lease agreements. You’ll also need to report estimated mileage in each jurisdiction if you’re a new carrier, or actual mileage if you’re renewing. The completed forms and supporting documents can be submitted by mail, fax, or in person to the Maine IRP Unit.
Fees are calculated based on the weight of the vehicle and the number of miles operated in each jurisdiction. Maine also charges additional fees for services such as reinstatements, trip permits, cab card replacements, and plate or decal replacements. Once your application is approved and payment is processed, you’ll receive your apportioned license plate and a cab card listing the jurisdictions in which you're authorized to operate.
How to Renew Maine IRP Plates
IRP registrations in Maine are valid for one year and expire on the last day of the same month in the following year. Renewal applications should be submitted at least 30 days prior to expiration to avoid penalties or late fees. To renew, carriers must complete Schedule B to report actual mileage from the previous reporting period. Updated insurance documents, proof of HVUT payment (for vehicles over 55,000 lbs), and current lease agreements (if applicable) must also be provided.
