The International Registration Plan (IRP) is an agreement among the 48 contiguous U.S. states, the District of Columbia, and Canadian provinces to simplify the registration process for commercial motor vehicles operating across multiple jurisdictions. Instead of registering separately in every state or province where a vehicle travels, IRP allows carriers to register in one base jurisdiction, such as Minnesota, and pay registration fees based on the percentage of miles traveled in each participating area.

This system ensures that registration fees are fairly distributed to the jurisdictions where the vehicle operates, based on actual use. It's designed to make multi-state commercial travel more efficient, while maintaining accurate records and fee contributions in each region.

Who Must Register for IRP in Minnesota?

You must register under IRP in Minnesota if your vehicle travels in two or more IRP member jurisdictions (e.g., Minnesota and any other U.S. state or Canadian province, your vehicle is used for transporting people or property for hire or profit and it meets one or more of the following:

  • Has two axles and a gross vehicle weight or registered weight over 26,000 pounds
  • Has three or more axles, regardless of weight
  • Is used in combination and the total weight exceeds 26,000 pounds

If your vehicle operates only within Minnesota (intrastate), you do not need IRP registration.

Minnesota IRP Registration Process
