North Dakota IRP Registration

The International Registration Plan (IRP) is a cooperative agreement among the United States, the District of Columbia, and Canadian provinces that allows commercial carriers to operate in multiple jurisdictions under a single license plate and cab card. By apportioning registration fees based on the distance traveled in each jurisdiction, IRP streamlines compliance for interstate trucking operations. In North Dakota, IRP is administered by the North Dakota Department of Transportation (NDDOT) Motor Vehicle Division through its Motor Carrier Services section. Any motor carrier with qualifying vehicles traveling in two or more IRP member jurisdictions must register under IRP. This applies to both carriers based in North Dakota and out-of-state carriers that maintain a legitimate place of business in the state.

Who Needs IRP Registration in North Dakota

Under NDDOT rules, IRP registration is required for any apportionable vehicle that:

  • Has two axles and a gross vehicle weight (GVW) or registered weight over 26,000 pounds,
  • Has three or more axles, regardless of weight, or
  • It is used in a combination of vehicles with a combined GVW over 26,000 pounds.

Vehicles that operate only within North Dakota do not need IRP plates, but any carrier engaged in interstate commerce with qualifying vehicles must register.
Examples:

  • A North Dakota grain hauler with a 3-axle tractor hauling into Minnesota.
  • An oilfield service truck over 26,000 lbs GVW delivering equipment to Montana.
  • A refrigerated truck transporting goods from Bismarck to South Dakota.

North Dakota IRP Application Requirements

Before submitting an IRP application, carriers must prepare specific documentation to prove eligibility and compliance. This includes proof of residency or an established place of business in North Dakota, such as a state-issued driver’s license, utility bill, lease agreement, or business registration papers. Applicants must also provide the vehicle title or proof of ownership, along with proof of insurance meeting North Dakota’s minimum coverage standards. A valid USDOT number in good standing is required, and for vehicles with a gross weight over 55,000 pounds, proof of payment of the federal Heavy Vehicle Use Tax (HVUT) is necessary. 

 

In addition, carriers must be in compliance with Unified Carrier Registration (UCR) requirements if applicable. NDDOT may request further documentation to verify that the applicant maintains a legitimate business presence within the state.

How to Apply for IRP in North Dakota

Carriers applying for IRP in North Dakota must first contact NDDOT’s Motor Carrier Services office to establish their IRP account. This step is required before they can access the state’s online application system. Once the account is created, applicants must complete the necessary IRP forms, including Schedule C (SFN 2479), and gather all required supporting documentation. Applications can then be submitted in person at the Motor Vehicle Division office, by mail, or online through NDDOT’s Motor Carrier Services portal.

Fees must be paid at the time of application, and the cost is determined by the vehicle’s registered weight, the jurisdictions in which it will operate, and the apportioned mileage for each jurisdiction.

IRP Renewal Process

In North Dakota IRP credentials are valid for one year and must be renewed annually. Renewal notices are typically sent to carriers about 90 days before the expiration date, and it is strongly recommended that renewals be completed at least 30 days prior to expiration to prevent delays.

Failure to renew on time can result in financial penalties, suspension of IRP credentials, and potential enforcement issues if the vehicle is stopped during roadside inspections.

IRP Recordkeeping Rules in North Dakota

North Dakota requires carriers to maintain complete and accurate trip records for every jurisdiction in which they operate. These records must include the date of the trip, points of origin and destination, odometer readings at each jurisdiction change, and the total miles traveled in each jurisdiction, including loaded, empty, and deadhead miles. 

Carriers may use written trip sheets, GPS-based systems, or compliant electronic logging devices (ELDs) as long as the information is complete and accurate. All records must be retained for at least five years to comply with IRP audit requirements, and carriers should be prepared to provide them in the event of an audit by NDDOT or another jurisdiction.
