IRP Registration in Tennessee

The International Registration Plan (IRP) is a reciprocal agreement among U.S. states, the District of Columbia, and Canadian provinces that allows qualified motor carriers to register in a single base jurisdiction rather than registering separately in each place they travel. Under IRP, carriers receive one apportioned license plate and a cab card listing all jurisdictions they are authorized to operate in

Tennessee participates fully in the IRP, and compliance is mandatory for vehicles used in interstate commerce that meet the IRP criteria. For motor carriers operating in and out of Tennessee, IRP registration is essential for legal and efficient cross-jurisdictional travel.

How IRP Works in Tennessee

In Tennessee, IRP registration is managed through the Tennessee Department of Revenue. Apportioned fees are calculated based on the total miles traveled in each IRP member jurisdiction, ensuring each region receives its fair share. While Tennessee adheres to the core IRP framework, it uses state-specific forms and processes. The Tennessee Taxpayer Access Point (TNTAP) allows carriers to complete IRP registrations, renewals, and related transactions entirely online, no need to mail paperwork or visit in person.

Which Vehicles Require IRP Registration

Tennessee requires IRP registration for certain commercial motor vehicles that meet the definition of “apportioned” under IRP rules, including the following:

  • Any vehicle with two axles and a gross vehicle weight (GVW) exceeding 26,000 pounds.
  • Any vehicle with three or more axles, regardless of weight.
  • Any combination unit where the total weight exceeds 26,000 pounds.

How to Apply for a Tennessee IRP Account

To open a new IRP account in Tennessee, first gather your documentation, including a stamped Schedule 1 (Form 2290) if the vehicle’s gross combined weight is 55,000 pounds or more and was purchased more than 60 days before the application. Next, submit the completed Schedule A form along with all documents listed on the “Applicant’s New Account Checklist.” These submissions can be done through TNTAP for efficiency. Once your application is approved and apportioned fees are paid, you will receive your apportioned license plate and cab card, enabling interstate operations.

IRP Renewal Process

Tennessee IRP renewals are handled on an annual basis, and the process is similar to registering a new account. Carriers must submit a completed Schedule B for renewal , and if there are any fleet changes, a Schedule A Amendment must be attached. These documents, along with any other required items from the “Applicant’s Schedule B (Renewal) Checklist,” can all be submitted via the TNTAP portal. Using TNTAP simplifies renewal, avoids paperwork errors, and ensures timely compliance.

Replacing credentials such as a cab card, license plate, or decal in Tennessee can now be done quickly and conveniently online through once again the Tennessee Taxpayer Access Point. For carriers who prefer or require a paper submission, a Schedule C form is available and can be downloaded directly from the Tennessee Department of Revenue’s website.

Do You Need a Temporary Trip Permit?

If your vehicle is not yet apportioned for use in Tennessee or other IRP jurisdictions, you must obtain an IRP 72-hour trip permit before entering Tennessee. This permit allows movement both within Tennessee and across state lines until proper IRP credentials are received. It costs $30 plus wire service fees and can be obtained through a variety of authorized permit service companies.

Additionally, Tennessee offers a 7-day Temporary Fuel Use Permit at the same fee structure, particularly useful for vehicles not licensed under IFTA to cover occasional travel.
