The International Registration Plan (IRP) is a cooperative agreement between the 48 contiguous U.S. states, the District of Columbia, and most Canadian provinces. It allows commercial motor carriers to operate across multiple jurisdictions using a single registration and apportioned license plate issued by their base state.

Who Needs to Register for IRP in Montana?
Your vehicle qualifies for IRP if it travels in two or more IRP jurisdictions, is used to transport goods or passengers, and meets any of the following conditions:
- Has two axles and a gross vehicle weight (GVW) over 26,000 pounds
- Has three or more axles, regardless of weight
- Is used in combination (such as a truck and trailer) with a combined GVW over 26,000 pounds
Vehicles that do not meet these conditions, or that only operate within Montana, are not subject to IRP registration. Recreational vehicles, government-owned vehicles, and those with restricted plates (like farm-use tags) are typically exempt from IRP requirements.
Documents for IRP in Montana
To apply for IRP in Montana, you’ll need to gather several documents before beginning the process. These include proof of ownership or lease, a current Form 2290 showing payment of the federal Heavy Vehicle Use Tax if your vehicle is over 55,000 pounds, and evidence of Montana residency such as a utility bill or business license. You’ll also need to provide your USDOT number, an updated MCS-150 form, and valid proof of insurance.
If you’re renewing or transferring an IRP registration, mileage reports showing the number of miles traveled in each jurisdiction during the prior reporting period are required. If someone is filing on your behalf, a notarized Power of Attorney will also be needed. Finally, you must complete and sign the Montana IRP application and fleet signature page.
How to Apply for IRP

IRP Renewal in Montana
IRP accounts must be renewed on an annual basis. Renewal notices are typically issued 30 to 60 days before your account expiration date. To renew, you must submit updated information for your fleet, including any additions or deletions, changes in weight, and your actual mileage per jurisdiction for the prior year.
