NJ IRP Requirements for Trucks

The International Registration Plan (IRP) is a cooperative agreement that allows commercial carriers to register their vehicles in a single base jurisdiction while operating legally in multiple U.S. states and Canadian provinces. Through IRP, carriers receive one apportioned license plate and IRP cab card, making multi-jurisdictional operations more efficient.

Who Needs IRP in New Jersey?

IRP is required for most commercial carriers that engage in interstate or international operations. Common registrants include owner-operators, small fleets, long-haul trucking companies, and expedited freight carriers.

To determine if you need IRP registration, check if your vehicle meets any of the following criteria:

  • Has a gross vehicle weight (GVW) over 26,000 lbs
  • Has three or more axles, regardless of weight
  • Operates in combination with a trailer and the total weight exceeds 26,000 lbs
  • Travels across state or international borders

Note: Vehicles like school buses, recreational vehicles, trailers, and those with restricted plates may be exempt from IRP requirements.

New Jersey IRP Registration Requirements

Registering for IRP in New Jersey requires specific documentation and eligibility confirmation. First, you must have a valid Established Place of Business in New Jersey or meet residency requirements if you're applying without one. This means a physical structure with employees and operational records available during normal business hours.

You’ll also need a DOT number registered for interstate travel, acceptable proof of liability insurance, a copy of your HVUT Form 2290, and detailed mileage records, such as Individual Vehicle Mileage Records (IVMRs). These records track distance traveled in each jurisdiction and are essential for proper fee assessment.

All applicants must submit a completed IRP Application Form, along with proof of address and any other supporting documents listed in the current form. Remember: local MVC agencies do not process IRP applications, only the Motor Carrier Services - IRP Section in Trenton handles these requests.

How to Apply for IRP in New Jersey

To apply for IRP in New Jersey, start by confirming your eligibility. Your fleet must be based in New Jersey, and you must meet all IRP qualifications based on vehicle type and operations. Once you confirm eligibility, collect the required documents, such as proof of insurance, IVMRs, and your Form 2290.

If you haven’t used the portal since the system update in October 2024, you’ll need to create a new user account using your customer number and PIN.

IRP registration must be renewed annually. The New Jersey Motor Vehicle Commission sends out renewal packets ahead of the expiration date to ensure timely processing. It’s essential that you review the information in these packets and make any necessary updates before submitting your renewal.

Make sure to update any changes to your fleet, including newly added or removed vehicles, revised mileage, and changes in your business address or structure. Submitting accurate, updated information is crucial for proper fee calculation and compliance.

Additionally, keep organized operational and mileage records. IRP regulations mandate that carriers maintain all operational records for at least five years, in accordance with Section 15.0 of the IRP Carrier Guide.

Understanding New Jersey Trip Permits

A trip permit is a temporary registration that allows commercial carriers to operate a vehicle in New Jersey for a short time without IRP credentials. This option is ideal for carriers based in non-IRP jurisdictions or those waiting for IRP approval.

Trip permits are typically valid for 72 hours and must be obtained before entering the state.
