Every vehicle on an IRP account is tied to its own VIN, weight and cab card — the plate belongs to the fleet, but the credential is written to a specific unit. When a truck is sold, totaled, traded in, or simply cycled out for a newer one, the account still shows the old VIN until the swap is filed. Run under the new truck on the old cab card and the mismatch shows up at the scale, not before.
The most common reason for this filing is a straight truck-for-truck replacement — the old unit is gone, the new one is already on the lot or already running. Less often, it's a mid-year upgrade where the incoming vehicle carries a different declared weight than the one it replaces, which can shift the apportioned fee rather than simply carry it over.
Sequence matters here too. The outgoing unit has to be cleared from the account before the incoming one is added, and if the replacement's weight bracket differs from the original, that has to be flagged before submission — otherwise the jurisdiction issues the cab card against the wrong fee and it bounces back for correction. We confirm both before anything is filed.
