The cab card is the document an officer actually asks for. It identifies every jurisdiction the vehicle is authorised to operate in and the combined gross weight permitted in each one, which is why it belongs in the cab rather than in a folder at the yard.
Most jurisdictions reissue the card electronically — there is nothing to manufacture or post. A police report is not usually required either; a signed statement describing the loss is normally enough, unlike a stolen plate.
Whether your driver can carry a copy on a phone depends on where you run. A growing number of jurisdictions accept an electronic cab card, but several still require the original or a paper copy in the vehicle, so confirm before relying on it. One thing this filing does not fix: if the card is intact but the information on it is wrong, that is an amendment, and the corrected card is reissued as part of that instead.
