Under the Plan a fleet is not simply your trucks. It is a group of vehicles operating in the same jurisdictions under the same registrant, sharing a registration year. That grouping is what your apportioned fees are calculated against, so how you split it changes what you pay.
Carriers commonly run more than one fleet when part of the operation stays regional and part runs long-haul. The jurisdiction mix differs, so the apportionment differs, and keeping them together spreads the wrong percentages across the wrong states. There is no minimum size — a fleet can be a single truck. The reason to open a second one is a different jurisdiction mix or registration year, not vehicle count.
We group the vehicles, set fleet numbering and expiration dates so cab cards are easy to match to how you actually dispatch, and file the group as one application instead of one per truck. On the online form this filing shares the Renewal and New Fleet application type, and your price breaks down per vehicle before you commit.

What the form actually asks for
Information, not a folder of paperwork. Your USDOT number pulls the carrier record from federal files; everything else is typed in once.

Individual or Sole Proprietor: registrant full name and SSN. LLC, Corporation or Partnership: officer position, registrant full name, company name and EIN.

All 17 characters per unit, exactly as they appear on the title.

Chosen from 13 brackets, from under 26,000 lb to 80,001 lb and above. The top bracket is quoted by phone.

Every state sets its own registration fees and its own rules under the Plan, so the same truck does not cost the same in California as in Texas.

A first-time registration is more work than a cab card reissue. Ten application types, each priced for what it actually involves.
How many vehicles
Priced per vehicle and tiered — the more units on the filing, the lower the per-vehicle fee.
Gross vehicle weight
The declared weight bracket for each unit. Above 80,000 lb is quoted by phone rather than online.
