Who Needs IRP in Georgia?

Georgia’s Base Jurisdiction Requirements
In order to register your fleet under Georgia as the base jurisdiction for IRP, you must meet several state-specific requirements that establish both legal and operational ties to Georgia.
To be considered a Georgia-based carrier for IRP purposes, you must demonstrate that your business is truly rooted in the state. This can be done in one of two ways:
- If you're claiming an established place of business, you must provide five separate proofs, such as utility bills, lease agreements, or business licenses, all tied to a physical Georgia address where business operations occur.
- Alternatively, if you do not operate out of a formal business location but reside in Georgia, you can qualify by submitting three proofs of Georgia residency, such as a state-issued driver’s license, tax filings, or mortgage documents.
Also, Georgia explicitly disallows the use of P.O. Boxes or virtual office addresses for IRP registration purposes. The goal is to ensure that applicants have a real and verifiable presence in the state.
Payment Restrictions: Online or Mail Only
As of January 2022, Georgia no longer accepts in-person payments for IRP transactions. All fees associated with IRP registration, renewal, and supplement applications must be paid either online through the EZ IRP portal or by mailing a check.
